The building in the post-constructivist style was built in 1934-1936 according to the design of the architect Daniil Fridman. Initially, the complex of buildings in Ulansky Lane was designed for the Metrostroy Administration, building 16 was intended for the administration, and building 22 for the Metrostroy hotel. The newly appointed People's Commissar for the Defense Industry Kaganovich liked the buildings of the Metrostroy and passed to the People's Commissariat for the Defense Industry.
