Initially, the complex of buildings in Ulansky Lane was designed for the Metrostroy Administration, building 16 was intended for the administration, and building 22 for the Metrostroy hotel. The newly appointed People's Commissar for the Defense Industry Kaganovich liked the buildings of the Metrostroy and passed to the People's Commissariat for the Defense Industry. Since 1937, serious redevelopment work has been carried out, the main lobby has been finished with marble, a white marble front staircase has been built and the third floor has been rebuilt for the offices of the People's Commissar and his deputies. In January 1939, Kaganovich was appointed People's Commissar of the Aviation Industry and all buildings came under the jurisdiction of the People's Commissariat of the Aviation Industry until 1992.
